On April 30, 2026, an official signing ceremony was held for the Cooperation Agreement between the Heilongjiang Professional Institute of Winter Sports and the Smolensk State University of Sports.

The Smolensk State University of Sports is carrying out comprehensive work on the implementation of cooperation agreements with leading sports universities in China, including Jilin University of Physical Education and Harbin Sports University. In addition, Smolensk State University of Sports is an active member of the Russian-Chinese Association of Sports Universities and is preparing to participate in the annual conference of the Russian-Chinese Association of Sports Universities, scheduled for December 2026, with a report on the experience of implementing projects with Chinese educational institutions.

In February 2026, the Heilongjiang Professional Institute of Winter Sports (Harbin) approached the University's management with a proposal to establish a partnership. After a series of joint meetings to discuss areas of cooperation of mutual interest, the Acting Rector of the University, Igor Alekseevich Dyachuk, decided to accept the Chinese side's proposal to conclude a cooperation agreement.

On April 30, 2026, an official signing ceremony was held for the Cooperation Agreement between the Heilongjiang Professional Institute of Winter Sports and the Smolensk State University of Sports.

According to the signed agreement and the roadmap for cooperation, that is now being developed, the main areas of cooperation should be joint projects in the field of artificial intelligence in sports and physical culture, as well as modern digital technologies in sports. In addition, cooperation in the field of training students in ice hockey, short track speed skating, and skiing is considered.
